Earning in dollars from Upwork and Fiverr is one of the most exciting financial positions you can be in as a Pakistani. The exchange rate works dramatically in your favour. But most freelancers treat the money as personal income, mix it with daily expenses, and end up with nothing at the end of the year.

Worse: they do not register with FBR, which means they are technically operating informally. This creates legal risk and blocks access to bank loans, business accounts, and government contracts later in life.

This lesson gives you the minimum viable financial setup to run a legitimate, tax-compliant freelance business from Pakistan.

FBR: Why Register and How

The Federal Board of Revenue (FBR) is Pakistan's tax authority. For freelancers, registration is free and takes under an hour online.

Why register:

  • Become a "filer" on FBR's Active Taxpayers List (ATL). Filer status reduces withholding tax on bank transactions from 0.6% to 0.3%.
  • Access to NTN (National Tax Number) — required to open a business bank account with major banks.

  6. File a nil return every June 30 even if your income is zero. This keeps your filer status active.

Pakistan's Freelancer Export Facilitation Scheme

The State Bank of Pakistan (SBP) and Ministry of IT run a freelancer facilitation scheme specifically for registered freelancers. Key benefits:

  • Tax exemption on export income: As of 2024, freelance export income (foreign client payments) received through approved payment channels is exempt from income tax up to a threshold. Verify the current threshold at FBR.gov.pk as it updates annually.

Converting USD to PKR: Each conversion triggers a transaction record. Keep these records for 5 years. If FBR ever queries the source of large PKR deposits, your Payoneer statement + conversion records is the complete paper trail.

Setting Up a Business Bank Account

Once you have your NTN, open a separate bank account exclusively for freelance income. Do not use your personal account.

Recommended banks for freelancers in Pakistan:

  • Meezan Bank: Shariah-compliant, strong SWIFT support, good USD account options.
  • HBL (Habib Bank): Largest network, solid USD account, corporate banking relationships.
  • Bank Alfalah: Strong digital banking, good Payoneer integration documentation.

When opening the account, tell the bank your NTN and that you receive USD foreign remittances. They will set up the account with the correct SWIFT/IBAN codes for international transfers.
