Human review is not a ceremonial approve button. The reviewer verifies the question version, resolution rule, observation cutoff, evidence provenance, contradictions, model validation results, and prohibited-use boundary. The default is abstention until each required check has evidence.

Use a structured review form. It contains reviewer ID, review UTC time, case and packet hashes, rule version, material sources opened, contradictions considered, translation uncertainty, data-quality warnings, decision, reason, and expiry. Decisions are APPROVE_FOR_PAPER_TEST, ABSTAIN, or REJECT_CASE. Approval expires when the rule, evidence packet, hypothesis, or parser changes.

Prevent anchoring by showing evidence and rule traces before model summary. Where practical, hide any proposed paper direction until source review is complete. Require the reviewer to write the strongest counterargument and name missing information. A checkbox without a note is not evidence of consideration.

Escalate automatically when sources conflict on a material fact, the resolution rule is ambiguous, translation changes meaning, quotes are stale, or model checks disagree. The system may not downgrade these flags through a confidence score. A second reviewer can resolve process questions, but unresolved factual uncertainty still means abstain.

Measure review quality: override rate by reason, abstention rate, later error categories, average evidence opened, expired approvals blocked, and inter-reviewer agreement on a blinded sample. High agreement is not automatically good if both reviewers share a systematic error; audit examples, not only numbers.

Protect reviewer independence operationally. Assign cases without exposing another reviewer’s notes, require disclosure of conflicts, and rotate a small audited sample. Time pressure is not a reason to skip a required source; the case expires or abstains. When an error is discovered, append a post-review incident linking affected case hashes, downstream paper events, correction status, and the control added to prevent recurrence.

Review forms also record which required source was opened.

Local context can matter for names, institutions, dates, and translations, but familiarity is not a substitute for a source. A reviewer must cite current official material where possible. The gate also confirms no signal, individualized financial advice, or venue-access guidance will be published.
